Zen Seizaki is a prosecutor with the Tokyo District Public Prosecutors' Office. While investigating illegal acts by a certain pharmaceutical company, Seizaki stumbles upon a page stained with a mixture of blood, hair and skin, along with the letter "F" scribbled all across the sheet. As he investigates further, the case goes beyond Zen's imagination and becomes vastly complex, challenging his sense of justice and his knowledge of the truth. Digging deeper into the investigation, Zen begins to uncover a concealed plot behind the ongoing mayoral election and ties to many people of interest involved in the election and those closer than he thinks. The case grows more severe and propels Zen into an unforeseen hurricane of corruption and deceit behind the election, the establishment of the Shiniki district, and the mysterious woman associated with it all.

Suspicion
While investigating a scandal involving a pharmaceutical company, Zen Seizaki, a public prosecutor from the Tokyo District Public Prosecutors Office Special Investigations Team, discovers an unusual document covered in bloodstains with the letter F written all over it. Seizaki pays a visit to one of the witnesses in the investigation, but stumbles across an unbelievable situation.
Target
Seizaki struggles to accept the sudden death of a friend and concludes that he must have been killed in retaliation by a politician running in the mayoral election. With help from Kujiin and Hanta, Seizaki interrogates a woman he identified as an important witness in the investigation.
Revolution
Nomaru, the secretary general of the Liberal Justice Party, reveals the real purpose of the Shiniki initiative. Seizaki is shocked to learn that Nomaru has connections with the public prosecutor’s office, but continues investigating the deaths of Inaba and his friend anyway. Seizaki decides to focus his investigation on the women who were providing escort services.
Chase
The world had been plunged into a state of confusion after Itsuki makes his declaration. Seizaki urgently searches for Itsuki, but is confronted by the fact that Itsuki has not done anything illegal. In the meantime, Sekuro is sent to Seizaki’s office as the newly appointed secretary.
Confession
To uncover the truth behind Magase, the mysterious woman, Seizaki and Sekuro visit her uncle in Kyoto. Her uncle tells them about a mysterious incident that happened when Magase was in middle school, and also tells them about an unbelievable experience he had while he was her counselor.
Strategy
With only three days left until the congressional election, Itsuki is scheduled to participate in a public debate. Seizaki searches desperately for Itsuki, but realizes that he still has no evidence that can be used to justify Itsuki’s arrest. While listening to Kujiin, Seizaki comes up with an idea.
The Most Evil
The public was overcome with shock after discovering the identity of the boy who appeared in the public debate. When Nomaru’s opponents use his secret weapon against him, he is left with no other choice, and Seizaki puts his plan for kidnapping Itsuki into motion. However, something unusual had begun to happen under the surface.
Hope
After the parliamentary election, Shiniki was preparing to enact the suicide law. After his kidnap attempt on Itsuki, Seizaki is put under house arrest and spends his days overcome with a sense of powerlessness. One day, Seizaki is paid a visit by an important individual.
Chain
The city of Hartford becomes the first city in the U.S. to declare their adoption of the suicide law. The White House holds an emergency meeting over the issue, and Alex calls Flores, the mayor. The suicide law had slowly begun to spread throughout the world ever since it was first announced in Shiniki.
Decision
Seizaki and Hardy listen to the recording of the telephone call with Flores in a hospice. Meanwhile, Seizaki receives a report saying that Germany and Italy have also adopted the suicide law. In the midst of the confusion, something unbelievable happens right in front of their eyes.
The Curtain Rises
The beginning of the G7 summit has arrived. The leaders of the seven countries, which now contain cities that have adopted the suicide law, gather together and share their stances on the suicide law. While the leaders debate the issue from the perspective of morality, economics, and rights, Alex poses a single question that cuts to the heart of the debate.
The End
At the suicide summit, Itsuki asks Alex to talk to a girl contemplating suicide. Alex, lost deep in thought in search of the truth behind good and evil, agrees to talk to the girl. On the other hand, Seizaki regards Itsuki's invitation with suspicion and holds tightly on to his gun. Meanwhile, Magase closes in quietly and surely on the two men as the world watches on.
